The Dry-Dock PMO Sr. Manager is responsible for the successful project management plan and delivery of Dry Docks (50 to 100+ million dollars in scope). This role is responsible for the planning, scheduling, oversight coordination and to maximize the effective use of resources, space, equipment and time for multiple project teams; covering operational, technical, nautical, refurbishment and regulatory all in unison. This role is also responsible for developing and implementing procedures in accordance with company guidelines, procedures, practices and regulatory codes.

Essential Functions:

  • Develop, implement and maintain dry-dock systems, policies, tools and procedures.  Ensure all assigned dry-dock planning follow company’s processes, policies and procedures. Liaise with all departments that participate in such projects to ensure necessary information is collected and submitted, determine scope of work, budget, etc. Responsible for dry-dock’s critical path project management. Leads dry-dock project management including concept design, shipyard selection, defining overall project scope, schedule, budget, shipyard contract, technical analysis, supply chain, and logistics, execution and lesson learned in close collaboration with all the stakeholders. Oversee dry-dock execution in coordination with the Technical Operations and Refurbishment Departments. Oversees naval architecture tasks for the vessels under his/her responsibility.
  • Develop and monitor dry-dock master schedule for the assigned dry-docks, budget, bill of material, yard specifications and supply guidelines. Gather relevant data and produce presentations and reviews throughout the project to management and key stakeholders. Communicate with other managers, supervisors and colleagues throughout project and recommend improvements and modifications as appropriate. Standardize dry-docks through development and implementation of management processes, policies, guidelines and innovative software tools to eliminate manual and inefficient tasks.
  • Oversight and management of Dry Dock Project Planners. This includes leading and directing the work of the team, evaluating performance, providing coaching and training to direct reports and making employment decisions.
  • Formalize dry-dock contracts with the yard. Resolve complex issues and coordinate and direct work of vendors. Provide oversight and coordination between ship and individual project owners to ensure maximization of resources, equipment and time.
  • Review business case, develop technical execution plans and follow up on the list of new projects and vessels to be equipped. Tracks project progress against milestones, budget and other guidelines.
  • Ensure compliance with industry policies, procedures, practices and regulatory codes.

Qualifications:

  • Marine/Industrial/Mechanical Engineering, Naval Architecture or equivalent degree/experience.
  • Eight to ten years of experience in planning and execution of dry-docks. Three to five years of managing a team.
  • Fully conversant in usual IT software (office, project, dry dock specific software) Fluent in written and spoken English. Additional languages are welcome. Able to find solutions and initiatives to solve technical issues at the safest, economical and fastest way, according to Flag, Class, ISM, ISPS, etc., rules. Able to coordinate a complex dry dock / repair process in cooperation with the vessels’ superintendents / shipyard / sub-contractors / crew / company.
  • Dynamic and proactive working in team spirit in an important department to serve with his /her expertise the whole group. Analytical with excellent technical and commercial abilities for negotiation with shipyards and sub-contractors.

Knowledge, Skills and Abilities:

  • Ship repairs processes and class/flag requirements. Knowledge of dry docks and ship maintenance (steel, paint, electrical, hydraulic, etc.) Comprehensive knowledge of industry policies, procedures, practices and regulatory codes. Technical / commercial / legal knowledge to ensure proper negotiations with shipyard – crew matters – legal matters – subcontractors – procurement matters – labor rights matters. Knowledge of shipyards and shipyards facilities and availabilities all over the world suitable to accommodate our managed fleet on planned or unplanned docking / repairs.

Physical Demands: Must be able to remain in a stationary position at a desk and/or computer for extended periods of time.

Travel: 25-50% with shipboard travel likely

Work Conditions: Work may require employee to work inside and outside with exposure to changing climate and/or operate machinery. Responsible for reporting information related to environmental releases or inadequate performance of environmental pollution protection equipment, system casualties resulting in internal spills, excessive waste development and leaking equipment with oil-to-sea interfaces. (Environmental Compliance Plan, dated 30 NOV 2016).

The range for this role’s base salary is $93,580 - $150,000.  Offers to selected candidates will be made on a fair and equitable basis, taking into account specific job-related skills and experience.
