Responsibilities

This role will be responsible for: Ensuring the up keeping and maintenance of the CCL Safety Management System (Legacy, ISM Code) and CCL HESS-MS by keeping the system updated as needed. They are also responsible for ensuring the maintenance of the following management systems: CCL Environmental Management System (ISO 14001-2004) and CCL Occupational Health and Safety Management System (OHSAS 18001-2007). Primary functions are as follows: Reviewing "HESS Action Team" and "HESS Steering Committee Meeting" reports for the fleet and addressing shipboard concerns/suggestions with responsible Shoreside management and provide assistance, follow up and closure. Reviewing "Self-Inspection reports", "HESS Rounds" and "Non-Conformity Reports", for the fleet and ensure timely follow up and closure of raised findings and provide assistance when necessary. Tracking with the appointed HESS MS Administrator of HESS audit finding scores and tracking of year after year performance including the trend associated to the 17 Critical Areas Findings. Follow up fleet-wide on the lifting appliances inspections program including the performance of appointed third party competent persons (Contractors). Follow up fleet-wide on the securing of heavy objects program and assist the fleet as needed. Any other assignment as directed by Management. The above responsibilities include assisting the Director of Compliance in monitoring the correct implementation of applicable procedures (Shipboard and Shoreside), proper document control and document management.

Essential Functions:

  • Review critical and time-sensitive monthly "Self-Inspection Reports," "HESS Rounds," and "Non-Conformity Reports" for a fleet of 29 vessels, ensuring timely follow-up and closure of identified issues. Provide assistance to shipboard and shoreside teams as needed, report sensitive non-compliances to management, and support teams in achieving compliance. Investigate safety-related incidents and non-conformities, ensuring thorough root cause analysis and implementation of effective corrective and preventive actions.
  • Monitor and manage compliance through the review of monthly HESS Steering Committee and HESS Action Team reports. Identify and escalate any sensitive non-compliances to senior management. Collaborate closely with both shipboard and shoreside teams to ensure timely corrective actions are implemented, guiding teams in effectively resolving issues and restoring compliance in alignment with corporate standards and regulatory requirements.
  • Follow up fleet-wide on the yearly lifting appliances inspections program including the performance of appointed third party competent persons (Contractors) and assist shipboard and shoreside teams as needed. Report any sensitive non-compliances to management and assist shipboard and shoreside teams as needed to bring these reported items back to compliance.
  • Ensuring compliance with mandatory regulatory policies is essential, particularly regarding the securing of heavy objects on board. This includes items weighing 300 lbs. or more, such as pianos, sculptures, and entertainment equipment. These objects must be thoroughly inspected to ensure they are properly secured. Prevent the failure to secure these items so they are not moving freely, posing significant risks to the physical integrity of both guests and team members.
  • Tracking with the appointed HESS MS Administrator of HESS audit finding scores and tracking of year after year the company’s performance to assist the organization in identifying areas in need of improvement and to implement corrective actions as deemed necessary by management.   
  • Assisting on the maintenance of the CCL Environmental Management System (ISO 14001-2004) to ensure the certification maintained. including review, updates, and distribution of environmental policies and procedures.
  • Monitor and manage on the maintenance of the CCL Occupational Health and Safety Management System (OHSAS 18001-2007) to ensure the certification maintained, including review, updates, and distribution of safety policies and procedures.
  • Condition inspections of vessels and shore-side operations to verify compliance and identify areas for improvement. Coach and mentor shipboard management teams in upholding high standards of compliance, ensuring that all operations adhere to regulatory requirements and company policies. Provide training and guidance to shipboard and shore-side personnel on ISM requirements and best practices.

Qualifications:

  • Bachelor’s degree in Marine Engineering, Nautical Academy, or other technical education
  • 5+ years of experience required in maritime operations, with proven experience in passenger vessels with at least 2 years in a safety or compliance management role.

Knowledge, Skills, and Abilities:

  • Knowledge in SOLAS, ISM ISPS and MLC regulations and ISO standards, and other applicable maritime regulations.
  • Experience in managing diverse compliance reports and aspects with emphasis in HESS elements, auditing experience supported by certificates as applicable.
  • In-depth understanding of maritime laws, environmental regulations, and industry standards relevant to the cruise industry.
  • Comprehensive knowledge of HESS protocols and procedures.
  • Ability to analyze complex reports and data to identify compliance issues and trends.
  • Excellent written and verbal communication skills to effectively report non-compliances and provide guidance.
  • Strong problem-solving skills to address and resolve compliance issues promptly.
  • Ability to coach and mentor shipboard management teams in upholding high standards of compliance.
  • Proficiency in managing multiple tasks and deadlines efficiently.
  • Keen attention to detail to ensure all compliance requirements are met.
  • Strong interpersonal skills to work collaboratively with shipboard and shoreside teams. 
  • Sound decision-making abilities to handle sensitive compliance matters effectively.

Physical Demands: Requires regular movement throughout CCL facilities.

Travel: Less than 25% shipboard travel

Work Conditions: Work primarily in a climate-controlled environment with minimal safety/health hazard potential.

This position is classified as “in-office.” As an in-office role, it requires employees to work from a designated Carnival office in South Florida Tuesday through Thursday each week. Employees may work from their homes on Mondays and Fridays.  Candidates must be located in (or willing to relocate to) the Miami/Ft. Lauderdale area.
