Job Description
The Assistant Port Facility Security Officer (APFSO) supports the Deputy and Port Facility Security Officers in the execution and coordination of all port security operations. This role is operationally driven, with direct involvement in daily security management, vessel movements, ISPS compliance, incident response, and supervision of security personnel.
The position plays a critical leadership support role in ensuring seamless security coverage across multiple active piers, maintaining regulatory compliance, operational efficiency, and a safe and secure environment for guests, employees, and stakeholders.
Operational Security Management
- Oversee daily port security operations across all areas
- Coordinate vessel arrival/departure security activities
- Monitor security posture, risks, and situational awareness
- Supervise and deploy security personnel effectively
ISPS Compliance & Security Planning
- Support implementation and maintenance of PFSP
- Ensure compliance with ISPS Code and regulatory standards
- Conduct inspections, audits, and risk assessments
- Recommend improvements to security measures
Training, Drills & Team Development
- Coordinate and execute drills and exercises
- Support training delivery and readiness
- Mentor and coach security officers
Stakeholder Engagement & Coordination
- Liaise with internal departments and vessel teams
- Coordinate with external agencies (law enforcement, immigration, etc.)
- Support special operations and high-volume scenarios
Compliance, Safety & Environmental Stewardship
- Ensure adherence to HESS and safety standards
- Promote safe work practices and culture
Reporting, Documentation & Facility Support
- Maintain logs, reports, and compliance records
- Support facility oversight and issue escalation
- Performs other duties as assigned
Knowledge, Skills & Abilities needed
Scope: The role operates within a multi-pier port environment, supporting end-to-end security operations across terminal, waterfront, and restricted areas. It provides direct oversight of frontline security personnel and supports compliance with the Port Facility Security Plan (PFSP), ISPS Code, and applicable regulations. The position interfaces with internal departments, vessel teams, and external agencies to ensure coordinated, compliant, and efficient security operations.
Problem-solving:The role requires practical judgment in a fast-paced environment, addressing operational and security issues as they arise. It involves identifying risks, resolving routine security challenges, and responding to incidents using established procedures, while making timely decisions and escalating where necessary. The position also contributes to improving processes and mitigating vulnerabilities.
Impact: The role directly impacts the safety and security of the port, ensuring compliance with regulatory requirements and supporting uninterrupted operations. It contributes to efficient vessel turnaround and enhances the overall guest experience by maintaining a secure and well-managed environment.
Leadership: The role provides day-to-day supervision of security personnel, ensuring proper deployment, performance, and adherence to standards. It supports team development through guidance and coaching and acts as a link between management and frontline staff, particularly during operational activities and incident response.

HESS Responsibilities
- Lead by example by ‘respecting and protecting’ the health and safety of yourself and others

- Help your team follow HESS rules and procedures by promoting the HESS Golden Rules
- Attend HESS training & conduct risk assessments where required
Essential/Minimum qualifications
- Minimum of 2–5 years of progressive experience in maritime security, port operations, or a related security management role.
- Working knowledge of the ISPS Code, maritime security regulations, and port facility security operations.
Essential experience required
- Demonstrated experience in supervising security personnel and managing operational activities.
- Strong incident response, communication, and report-writing skills.
- PFSO/DPFSO certification or ability to obtain certification as required by regulatory authorities.
- Experience supporting vessel operations, pier-side security, or terminal operations in a multi-berth environment.
- Prior experience working with law enforcement, regulatory agencies and during security audits or inspections.
